The Office of the United States Trade Representative (USTR) is commencing a public consultation process in advance of the joint review of the Agreement between the United States of America, the United Mexican States, and Canada (USMCA or Agreement) on July 1, 2026.
The California Avocado Commission (CAC) is submitting comments on the operation of the USMCA to address two critical areas:
- To Safeguard the Phytosanitary Security of US Avocado Production, CAC asks the US Government to Incorporate into USMCA a US Phytosanitary Inspection Protocol Governing Imports of Avocados from Mexico that Reinstates the Requirements of USDA’s 1997 Inspection Protocol Governing Mexican Avocados
- To Prevent Further Injury to the California Industry Due to Growing, Low-Priced Avocado Imports, the US Government should incorporate into USMCA an Effective US TRQ Arrangement Governing Imports of Fresh Avocados During the California Industry’s March-September Marketing Season
